Somaliland Reviews World Bank Development Projects

Somaliland’s finance ministry conducted a high-level assessment of World Bank-supported projects in Hargeisa, concentrating on transparency improvements, expeditious execution and lasting economic advancement.

Hargeisa – The Ministry of Finance and Economic Development hosted a comprehensive quarterly review session Tuesday to evaluate the progress of World Bank-financed development ventures throughout Somaliland, with officials stressing enhanced coordination, transparency and swift project completion.

Chairing the session at the ministry’s Hargeisa offices, the finance minister assembled cabinet members, leaders of independent government bodies, senior municipal executives and project supervisors managing internationally funded national development programs.

The meeting represented Somaliland’s standard quarterly performance review process, carried out every three months to assess advancement, implementation obstacles and institutional coordination concerning development schemes.

Officials examined the status of projects executed during the first quarter of 2026, focusing on infrastructure, governance, public services and economic development ventures facilitated through World Bank collaboration.

Government seeks accelerated implementation and improved supervision

During the session, the finance minister presented numerous strategic reforms aimed at reinforcing Somaliland’s relationship with international development organizations and enhancing the execution of nationally priority projects.

Among the central initiatives discussed was a new drive to expedite implementation procedures designed to minimize administrative bottlenecks and quicken delivery schedules for major development programs.

“The government is dedicated to ensuring development projects are carried out efficiently, transparently and in a manner that directly serves citizens,” the minister stated during the meeting.

Officials also announced the implementation of a centralized monitoring and evaluation system intended to strengthen oversight and enhance accountability across ministries and implementing bodies.

According to the ministry, the unified monitoring framework will provide more coordinated tracking of project performance, expenditures and institutional responsibilities.

“The centralized oversight system is designed to enhance and maintain consistent evaluation standards across all projects,” one senior official noted.

Dedicated project support unit established

The finance minister also disclosed intentions to create a specialized project support and coordination unit within the ministry structure to improve inter-agency cooperation and execution quality.

Officials indicated the unit will facilitate communication between government institutions, development partners and municipal authorities engaged in implementation.

Analysts suggest the initiative reflects Somaliland’s wider attempt to modernize public financial management systems and boost confidence among international development stakeholders.

“The establishment of a specialized coordination unit indicates a shift toward more systematic project governance,” a development analyst in Hargeisa observed. “That can enhance efficiency and strengthen donor trust.”

Emphasis on inclusive economic expansion

Throughout the discussions, government representatives underscored Somaliland’s long-term strategy of attaining sustainable and inclusive economic growth through increased investment in public infrastructure and essential services.

The finance minister emphasized the significance of ongoing engagement with international partners to strengthen public institutions and improve service delivery nationwide.

“Our goal is to guarantee that development advantages reach all communities and contribute to long-term national advancement,” the minister stated.

Participating ministers, agency heads, the director general of the Finance Ministry and the executive secretary of Hargeisa Municipality presented updates on projects under their jurisdiction.

Officials highlighted progress achieved across various sectors and examined recommendations targeted at improving coordination, innovation and implementation pace.

Calls for sustained collaboration

In his remarks, the finance minister expressed gratitude to participating officials for their dedication to national development and encouraged ministries and agencies to intensify cooperation to ensure successful completion of ongoing initiatives.

Observers indicate the quarterly review sessions have become increasingly vital as Somaliland strives to strengthen institutional capacity, enhance development outcomes and attract broader international engagement despite persistent challenges related to recognition and financing access.

The discussions also occur as Somaliland expands efforts to modernize infrastructure, strengthen municipal governance and improve economic resilience amidst growing geopolitical and economic interest in the Horn of Africa.
