The Ministry of Justice and Constitutional Affairs launched the new strategy in Mogadishu, filling a critical policy void left by the conclusion of the 2020–2023 framework. Created with assistance from the African Development Bank and in accordance with the UN Convention against Corruption, the 2026–2030 roadmap implements strict oversight mechanisms and legislative updates to enhance Somalia’s integrity frameworks.
TSI emphasizes that the strategy employs a “zero draft” consultation process, guaranteeing that the judiciary, law enforcement agencies, and civil society groups have specific responsibilities in addressing widespread corruption. The initiative specifically confronts enduring issues highlighted in recent risk evaluations, such as deficiencies in supervisory institutions and inadequate public financial administration.
According to the Transparency Somalia Initiative, “This strategy launch establishes the operational framework necessary for consistent law enforcement across all sectors.” They added, “Federal and state authorities must now collaborate effectively to transform these policy initiatives into concrete outcomes for the Somali population.”
With the draft proceeding to the Council of Ministers for final ratification, TSI continues to oversee its execution and promote a nationwide commitment to accountability.
